Ali Ulutürk was born in Yozgat Boğazlıyan in 1948. He attended primary school in Boğazlıyan. He completed secondary and high school in Kayseri. He completed his medical education at Ankara University, Faculty of Medicine between the years 1969 and 1975. Between these years, he specialized in Psychiatry at Ankara University, Faculty of Medicine. He worked as a soldier in İzmir/Hatay Military Hospital between the years 1979 and 1980. Between 1982 and 2013, he worked as a Psychiatry Specialist at Kayseri SSK Regional Hospital and Kayseri Training and Research Hospital. He is still working as a Psychiatry Specialist, which he started in Marmaris Private Yücelen Hospital in 2014. He has attended many psychiatric congresses, seminars and courses both in Turkey and abroad.
